DUTIES OF THE COUNTY CLERK OFFICE
Following are some of the major duties of the County Clerk:
1) Serves as the accounting officer for the county and is responsible for the budgetary accounting for all the various funds within the county.
2) Serves as the Human Resource department which includes enrolling new employees, paying county employees, maintaining the personnel files, filing the various State and Federal forms related to payroll, (unemployment, workmen’s comp., social security, etc.).
3) Designated agent for the Kansas Public Employees Retirement System (KPERS). Includes enrolling employees in KPERS, handling any and all KPERS matters related to retirement, annual reporting, death and disability.
4) Accounts Payable department responsible for paying all bills for the departments of the County and issuing purchase order numbers to the departments prior to purchasing goods or services and encumbering the funds to insure compliance with cash basis and budgetary authority.
5) Responsible for preparing the Sherman County budget and also assisting the various townships in preparing their budgets. Prepare preliminary spreadsheets for the department heads to submit their budget requests each year.
6) Checks the various taxing districts budgets (City of Goodland, City of Kanorado, and U.S.D. #352) to make sure that they are in compliance with the laws and that there are no levying violations and filing the budgets with the Department of Administration.
7) The County Clerk sets the levies to raise the tax dollars required to fund the taxing districts and prepares the levy sheet. Prepares tax abstracts for the County Treasurer showing the distribution of the tax dollars to the various taxing districts and funds.
8) Responsible for maintaining the tax records for the taxpayers in Sherman County and the ownership records of real estate and severed minerals.
9) Preparing the valuation and tax abstracts for the Department of Property Valuation that are submitted in July and November of each year.
10) In addition to the above duties, the County Clerk also serves as the secretary to the County Commissioners and takes minutes of their meetings, prepares the agenda’s, does research for the board as requested, handles correspondence for the board, signs off on the Claims Vouchers and signs the checks that have been approved, plus any other jobs that the board may request to be done.
11) Any and all other duties as prescribed by the Statutes of the State of Kansas for the County Clerk and Election Officer which are to numerous to list.
In Sherman County the County Clerk serves as the County Election Officer, Freedom of Information Officer, ADA Coordinator, and Drug and Alcohol Coordinator.
